The Alabama Office Apprenticeship (AOA) is continuing to meet the needs of job seekers and employers in Alabama through innovative apprenticeship and pre-apprenticeship programs. Together with Wallace Community College Dothan, the Alabama Office of Apprenticeship will begin enrolling students in the state’s first Certified Pre-Apprenticeship Program – Basic Maintenance Technician – on April 4th, with classes starting in June.

“I am delighted that the Alabama Office of Apprenticeship (AOA) has approved the Wallace Community College (WCC) Basic Maintenance Technician (BMT) program as a certified pre-apprenticeship program”, said Joe Johnson, Director of Workforce Development at Wallace Community College Dothan. “This designation speaks to the quality of the BMT program and validates that the training will meet business and industries workforce expectations, while ensuring successful participants have an opportunity to be given credit for their prior learning experience. This process streamlines a participant’s ability to transition into the WCC Applied Engineering Technology, Industrial Maintenance Mechanic apprenticeship or into the workforce to begin their career. This is a win/win for the program participants and our area business and industry partners.”

Pre-apprenticeships are designed to prepare individuals to enter and succeed in a Registered Apprenticeship and ultimately a career. They offer structured training opportunities and a set of services that participants need to progress into an apprenticeship, such as work-readiness skills and wraparound supports for transportation and childcare.

Alabama has a high demand for skilled individuals in the manufacturing industry. Maintenance technicians install, repair, and ensure all machines function properly through troubleshooting and preventative maintenance service. The Basic Maintenance Technician pre-apprenticeship program is a starting point that allows an individual to gain access to specific, manufacturing skills while opening doors to additional training, paid apprenticeships, and job opportunities in the industry.

Using a combination of classroom instruction, on-the-job learning, and simulated work, individuals gain exposure to industry, equipment and workplace safety practices. Successful graduates can also earn multiple industry credentials, including: OSHA 10 General Industry certification, NC3 Snap-On multimeter certification, NC3 Snap-On micrometer certification, NC3 Snap-On slide caliper.

In March 2020, the Alabama Office of Apprenticeship (AOA) became the first state agency in over 20 years to be recognized as a State Apprenticeship Agency by the U.S. Department of Labor. This designation allows the AOA to streamline the process of registering apprenticeships within the state and enhanced flexibility to serve the needs of employers and workers.

MONTGOMERY, Ala – Gov. Kay Ivey has appointed eight new members to serve on the Alabama Workforce Development Board which oversees the state’s Workforce Innovation and Opportunity Act (WIOA) initiatives.

“It is my pleasure to announce the appointment of this slate of leaders from a cross-section of Alabama’s business, industry, and non-profit sectors to our state’s workforce investment board”, said George Clark, Chairman of Alabama’s Workforce Development Board. “Each individual brings great talent and knowledge to the table, and I look forward to working closely with each of them.”

WIOA, a federal law passed in 2014, provides funding to help adults, youth and dislocated workers access assistance through Alabama Career Centers, Adult Education programs and the Alabama Department of Rehabilitation Services to obtain full-time employment on a career pathway.

Board members represent a cross-section of industry and business leaders, labor officials, education leaders, economic development specialists, community-based organizations and local officials. The diversity of its members provides the knowledge and expertise needed to offer a comprehensive 21st Century perspective for innovative and creative solutions to Alabama’s current and future workforce needs.

New members of the WIOA Workforce Board are:

  • Myriam Aerts – Chief People Officer at AM/NS in Calvert
  • Dr. Phillip Cleveland – Owner of Cleveland Senior Living in Altoona
  • Laura Kappler-Roberts – President of Kappler Manufacturing in Guntersville
  • Chrystal Morgan –Director of State and Local Government Relations at the United Launch Alliance in Decatur
  • Julie Kornegay – Senior Outreach Advisor for the Federal Reserve Bank of Atlanta – Birmingham Branch
  • Margaret Morton – Executive Director of the Sylacauga Alliance for Family Enhancement, Inc.
  • Mike Petrus –Vice President of Manufacturing at American Cast Iron Pipe Company located in Birmingham
  • Peggy Sease-Fain – Vice President Human Resources at DCH Healthcare System in Tuscaloosa.

The State Workforce Development Board is a unique public/private partnership representing the State of Alabama on all statewide workforce development issues and solutions. The Board exists with a purpose to assist the Governor in the development, implementation, and continuous improvement of the WIOA, and related programs, in order to ensure alignment with the Alabama workforce development system as well as a properly prepared workforce.

MONTGOMERY, Ala – Under the leadership of Governor Kay Ivey, Alabama set the ambitious attainment goal of adding 500,000 credentialed Alabamians to the labor force, surpassing the national labor force participation rate and returning to pre-pandemic employment levels. Reaching these goals requires understanding the differences across Alabama’s seven workforce regions and expanding place-based strategies that serve the education and workforce needs of our communities.

Creating opportunities and empowering students for success begins with a thorough knowledge of the current workforce landscape as well as factors that impact access to education and employment.  Through an Equity Leadership Acceleration Grant from the Lumina Foundation, the Alabama Commission on Higher Education and Equivolve Consulting, in partnership with the Alabama Workforce Council and the Governor’s Office of Education and Workforce Transformation, collaborated to produce a tool with key data points for each region, which will provide a foundation for collaboration, shared resources and enhanced communication among stakeholders in order to achieve the state’s attainment goal.

“Growing Alabama’s workforce is essential for our state’s prosperity, and it is why I set the goal of adding 500,000 more skilled Alabamians to the labor force”, said Governor Kay Ivey.  “I am proud of the great work going on throughout the state, and these Regional Workforce Profiles will help broaden our efforts. I offer my sincerest thanks to the Lumina Foundation for selecting Alabama for this opportunity.”

“The workforce profiles allow us finally, to gain a more in-depth understanding of what makes up a particular region’s workforce, it’s strengths and weaknesses and gives us an amount of insight that we’ve not had before,” said Ed Castile, Deputy Secretary of Commerce.  “The information is invaluable in helping us plan the next steps to achieving Governor Ivey’s attainment goal.”

“Developing these profiles is a critical step toward adding 500,000 credentialed Alabamians to the labor force”, said Glenn Love, CEO of Equivolve. “Not only do the profiles offer a window into the state’s workforce, they provide the Ivey administration with an opportunity to develop strategies that are data-driven, responsive, and equitable.”

“This is going to provide the regional workforce councils a framework to connect the dots and help all partners understand overall goals are and how to get there, said Donny Jones, Executive Director of the Region 3 Workforce Development Council/West AlabamaWorks.  “The K-12 education, community college and 4-year university systems are the bedrock of our workforce efforts, but these profiles will also help connect the non-profit and religious organizations as the wrap around services they provide are key to moving the needle and helping people obtain their career goals.  It will take all of us working together to achieve this.”

In general, a company is “veteran friendly” if it takes deliberate action to recruit, hire, train and retain military personnel or veterans.  The military is an incubator for some of the most important characteristics in business, many that take nonveterans years to cultivate.   Employers who promote themselves as veteran friendly attract some of the best and brightest talent in a very competitive workforce.  But those who take veteran friendly a step further, and become “veteran friendlier” are bound to attract the best talent while ensuring that our veterans receive all of the benefits they deserve.

Gary Davenport, of U.S. Army TMDE Activity (Test, Measurement and Diagnostic Equipment) at Redstone Arsenal knows the value veterans bring to the workforce but also recognizes they are in high demand.  To recruit the best talent to meet his workforce needs Davenport began working the Alabama Office of Apprenticeship (AOA) to create a registered apprenticeship for veterans that not only provides specialized on-the-job training with competitive wages but a monthly housing allowance at no cost to the employer.

Registered apprenticeships are truly a win-win scenario in the workplace.  In this instance the veteran apprentice learns a highly specialized skill, while getting paid, receives a sizeable veterans’ monthly housing allowance while in the program and has a guaranteed job with advancement opportunities.  The employer on the other hand uses this advanced recruiting strategy to hire an employee with proven dedication and experience, and in turn develops a pipeline of skilled employees.  With the veteran apprenticeship program, U.S. Army TMDE Activity will also have access to VA Funds while maximizing benefits to those who have served this country.

“The AOA is very happy to be able to ensure our veterans get every possible benefit from registered apprenticeship programs. The program we were able to build with U.S. Army TMDE Activity at Redstone is a great example of the kind of incentives and supports available to get the expertise and dedication of veterans into the civilian workforce,” said Josh Laney, Director of the Alabama Office of Apprenticeship.

The Alabama Office of Apprenticeship worked collaboratively with Mr. James Thompson at the VA State Approving Agency as well as Mr. Gary Davenport with U.S. Army TMDE Activity to make this first-of-a-kind registered veteran apprenticeship program a reality in our state.  “By working with the AOA, training providers and employers who build registered apprenticeship programs become automatically eligible for approval by the State Approving Agency for veteran’s programs. This connects apprentices to a wide range of supports and brings the maximum value to employers. We look forward to many more successful connections in the years to come,” remarked Josh Laney.

Hello Friends and welcome back to the Alabama Workforce Superhighway!

Our last stop was the AlabamaWorks Virtual Workforce in September. The conference gave us a lot to think about on the drive ahead. It was great to be among workforce professionals again to share and discuss where we are as a state and, just from a mental perspective, I needed it! We have so many opportunities staring us in the face that we did not have pre-COVID. The work we have all been doing is more important now than ever before. Did our previous challenges go away due to COVID? Absolutely not!

Our workforce issues may have been “timed out” or perhaps they were on a break, but those issues continue to be our challenges. So, not only should we remain focused on our Success Plus goals of 500,000 workers in our workforce with credentials of value by 2025, we must also help our companies get back to work and work with their current and future employees. We need to make sure they are technically ready for the impending automated world and assist them with all the tech savvy tools that are being developed as part of Industry 4.0 and the ever developing “Smart Factory” concepts. Alabama is rapidly moving in this direction and we MUST have the workforce to meet the demands. This is one of the foundations for Governor Ivey’s Success Plus plan. In almost every speech and presentation Governor Ivey delivers, she mentions how absolutely critical our workforce is and that they must be ready for the work we are recruiting into Alabama.

To say 2020 has been strange, would be a colossal understatement and it keeps on giving! 2020 started as a typical year where many were planning and working with high hopes for a productive legislative session, school year or university semester, or simply hoping for a beautiful spring. Little did we know COVID-19 would turn us all inside out and literally stop the world in its tracks.

But, not in Alabama. Yes, it was a kick in the gut and, yes, many have suffered and unfortunately some have died as a result of it, but as Alabama usually does, we are fighting back. With good solid leadership by Governor Ivey, an extraordinary Governor’s Office staff, a host of very smart cabinet officers and their respective department staffs, and most importantly, some very focused business leaders making good and sound business decisions, we are leading the nation in many aspects of our recovery.

In addition, as we come out of the pandemic we have a new view of the world and with our innovative hats on, we now look at workforce issues through a new and different lens. Yes, the drivers on the Alabama Workforce Superhighway are focused and determined with many great examples of courageous initiatives to assist our customers, overcome the issues and not only get back to pre-COVID productivity, but be even stronger.

So, what new opportunities has 2020 brought us when it comes to our workforce? Although the pandemic has brought many challenges it has also given us access to many people we did not have access to before. Who are these people? There are thousands who lost jobs that were vulnerable to the pandemic. Retail employees, hospitality and restaurant workers who in some cases were working two and three jobs to make ends meet, now have an opportunity to be trained for a less vulnerable job. Alabama has many jobs available as the world wakes back up. We NEED these people and our Alabama Workforce Stabilization Program is laser focused on these folks.

In the recent AlabamaWorks Virtual Workforce Conference we discussed the need for flexibility in order to adapt to change. To be successful in this “new normal” we must prepare our workforce by:

  • Creating new digital models for education and training
  • Upskilling (expand capabilities)
  • Re-skilling (acquire a new or improved skill)
  • Strengthening and enforcing safety measures
  • Reinforcing partnerships and pooling resources
  • Focusing on higher wage jobs

Yes, the world has changed, but we in Alabama were already moving in the right direction.

There are many people to thank for our progress and to name just a few: Governor Ivey and her staff set us on a course to meet those needs with Strong Start Strong Finish and gave us a strategy for success through Success Plus. Lt. Governor Ainsworth, his staff and the Senate Leadership are very engaged as is the House Leadership with Speaker McCutcheon, budget chairs and other many strong Representatives and Senators across the state. They get it!!

Yes, we got this! But, we are nowhere near done and as you already know this work can never stop. To borrow some words from a great song, “we can check out anytime, but we can never leave.” We can want to exit the highway, but we can never stop our drive on the Alabama Workforce Superhighway!

The human toll of the COVID-19 pandemic is unprecedented in Alabama, and businesses of all sizes have taken a shellacking due to COVID-19. As such, our tactical focus for workforce development has transitioned from filling positions in the tight labor market we enjoyed in February 2020 to pandemic response, incumbent worker training, and dislocated worker training today. The future of work has accelerated ten years in three months.

The Alabama Workforce Council (AWC) is working with the Ivey Administration and partners across the state to share best practices, key facts, and resources for employers, employees, and those who have been recently unemployed.

While the immediate focus of our efforts has transitioned to workforce recovery and response efforts to COVID-19 through our work with informational webinars, workforce recovery surveys, and resources for businesses (all available online), the AWC and AlabamaWorks remain steadfastly committed to the Governor’s attainment goal of adding 500,000 highly-skilled workers to Alabama’s economy by 2025. Notably, in these uncertain times, this goal has not changed.

Creating a highly-skilled workforce and resilient economy, even one that will be recovering for the foreseeable future, is necessary for Alabama’s economic vitality. For those who have become unemployed or underemployed due to COVID-19, reskilling, or upskilling now can lead to sustainable in-demand career pathways that produce measurable benefits in the future.

Success Plus, the formal name for the Governor’s postsecondary education attainment goal, outlines the need to add an additional 500,000 Alabamians prepared for in-demand, high-wage careers to the workforce by obtaining credentials, certificates, or degrees in addition to a high school diploma by 2025. More must be done to create stackable pathways that allow individuals to earn credentials through career-specific education and shorter-term programs that prepare them for immediate employment and future advancement

To this end, Alabama has established a quality-assurance process for credentials through the Alabama Committee on Credentialing and Career Pathways (ACCCP). The ACCCP is tasked with identifying the in-demand occupations in Alabama, developing competency models and career pathways for each of the in-demand occupations, and the related credentials of value associated with each of the in-demand occupations.

Additionally, on June 8 the Alabama Workforce Council will launch the Governor’s Survey of Employer Competencies, which will survey employers in each sector and region of the state to assist the ACCCP with identifying these in-demand occupations as well as the related competencies and credentials of value aligned to those occupations.

The survey will be conducted between June 8 and June 15, 2020 and, going forward, the Survey will be conducted annually to assist the ACCCP’s 16 Technical Advisory Committees (TACs) with their work of linking credentials of value to one or more specific competencies needed for a job. Ultimately, this will allow employers to create competency-based job descriptions that list the specific skills required for a job, rather than using associate or bachelor’s degrees as placeholders. Therefore, it is vital that employers of all sizes, and from each industry sector, provide responses to the survey. The TACs will receive the results of the Governor’s Survey of Employer Competencies at the June 17, 2020 ACCCP meeting.

It is clear that much work remains to be done. COVID-19 adds challenges to our ultimate goal, but the Alabama Workforce Council and AlabamaWorks knows that – regardless of the pandemic – clearly identifying in-demand jobs, with their related skills, and facilitating more opportunities for high-skill, high-wage careers is now more important than ever.

AlabamaWorks! Releases Business Survey to Identify COVID-19 Impact

MONTGOMERY, Ala – AlabamaWorks is pleased to announce a new tool for all businesses, large and small, related to the COVID-19 impact and future focus of workforce in the state. The Alabama COVID-19 Workforce Response Survey is designed to help the state fully understand the impact of this pandemic on the state’s workforce as well as provide a clear path forward for businesses, industry and state government.

“I am grateful to the Alabama Workforce Council for developing and deploying this much needed and user-friendly survey,” said Governor Kay Ivey. “As we work together to combat COVID-19’s impact, this tool will allow us to identify the needs of business and industry, resources that can help them and how we can best support Alabama’s businesses owners and hardworking Alabamians and their families.”

“While these are challenging times, we fully understand that now, more than ever, business and industry leaders must continue to work together with Governor Ivey’s administration and various state agencies to move us all forward together,” noted Alabama Workforce Council Chairman Tim McCartney. “Rest assured there is an unwavering commitment to do everything we can to minimize the negative impact COVID-19 has on our businesses, our economy, the state and all of its citizens. Using the results from this survey, I know we can all make a difference in combating the challenges from this pandemic facing so many throughout Alabama.”

Responses to the survey will be accepted through Tuesday, April 21 at 5:00pm. All businesses are highly encouraged to participate as the responses will help to protect Alabama’s workforce, manage the impact of COVID-19 and guide allocation of various resources.

Additionally, another tool was released earlier this week for hard-working Alabamians from Governor Ivey’s office to help connect people to resources and resources to people. ALtogetherAlabama.org is a one-stop shop for all Alabamians meant to connect businesses, nonprofits, and people that need help with the available resources during this time

Alabama to Waive Employer Charges for COVID-19 Related Claims State Urging Employers to File Claims on Employees’ Behalf

MONTGOMERY – Alabama Department of Labor Secretary Fitzgerald Washington has temporarily ordered that relief be offered to employers whose employees must file unemployment compensation claims for weeks filed due to COVID-19 related issues.

All charges will be waived against those employers who file partial unemployment compensation claims on behalf of their employees. These charges will be waived until further notice. ADOL is encouraging all employers who can file on their employees’ behalf to do so.

This waiver means that employers’ experience ratings will NOT be affected by COVID-19 related claims.

“We hope that this additional relief to employers will help ease the burden so many of us are facing during this unprecedented situation,” said Washington. “We are encouraging all employers that are able to file these partial claims on behalf of their employees.”

Employers will need to answer YES when asked if the claim is COVID-19 related when they file partial unemployment claims beginning on Monday, March 23, 2020. Any claims filed during this week (March 16 – March 20) will be addressed on a one-by-one basis.

For employers who are unable to file partial claims on their employees’ behalf, ADOL recommends that they notify the agency that they waive their right to respond to any Request for Separation information (known as the BEN 241). The BEN 241 will still be mailed to employers; however, they will need not to respond to it IF THEY NOTIFY US IN WRITING THAT THEY WAIVE THIS RIGHT. Employers can notify the agency by: emailing Ben241waiver@labor.alabama.gov or by faxing 334-309-9098. The statements should be on company letterhead, and should include the state unemployment insurance account number. These methods of contact will be available on March 23, 2020.

Both measures will expedite the processing of their employees’ unemployment compensation claims.

Unemployment benefits are paid with contributions from employers. Employees do not pay any portion of unemployment insurance taxes.
These rules are subject to change.
